European regulators body sets out priorities, including 5G and net neutrality

Joint IIC - Italian Chapter and Agcom workshop

The Body of European Regulators for Electronic Communications (BEREC) has highlighted its focus areas for 2018 – with emphasis on a study on 5G, the latest data on international roaming, and a consultation paper on net neutrality. BEREC has made 5G a strategic priority for the next 3 years and has published a 5G study that can be downloaded from BEREC’s website. The study shows that many potential use cases are currently at very early stages of development. On roaming, since the Roam Like at Home regulation in the European Economic Area (EEA), another BEREC report shows a substantial increase of data volumes in the EEA. Data volumes increased by 435% in the period from Q3 2016 to Q3 2017. The average consumption per month per subscriber in the EEA in Q3 2017 was 242 MB. Less significant is an increase of volumes in voice and SMS services. Lastly, BEREC says best practice learning among the national regulators and stakeholder engagement are crucial parts of its work and it is consulting to collect information for BEREC’s input to the European Commission’s evaluation of the net neutrality regulation. The consultation paper consists of a series of open questions to the stakeholders on definitions, zero-rating practices, traffic management, specialised services, transparency and new technologies. Of special interest to BEREC is how stakeholders view net neutrality rules in the context of 5G. See here for details and report links.
